The Avispa Buzzer can be found at this location. Simply get in the vehicle and take it back to the helicopter pad at the Guerrilla Hideout. This will unlock the Avispa Buzzer for future use. If it’s not there on your first visit, you may need to purchase the first Hideout Network base upgrade.
There are more buzzer locations than shown on that map. Most Bell Towers spawn buzzers once liberated, especially those with Supply missions. Also pretty sure the Royal Palace is in the wrong location. For south Kyrat, the simplest buzzer is from the Ghaile homestead, but that takes story progression.

Like the OP, I had a few places where a buzzer only showed up once (or I made a typo on the location). Anyway, I'm posting the ones I've found. I doubt it's a complete list but I think it's a good start. 240 400 west of lake near bldg (no fly zone) 278 596 airport middle of runway, right side. 291 458 (Khalina bazaar)

The Avispa Buzzer (Resolver) in Far Cry 6 can be found in a hidden cave close to the La Raja Bar. It’s in the Caverna River zone (Lozania – Madrugada). The location is marked on the map below
